No-one hacked the ad. Bernie's posted messages in these superimposed track graphics before. This was last year's Austrian GP:

I saw that and was super confused. I was surprised NBC didn't mention anything about it.

Yep. most of F1's virtual ads are on physical signs or run-off areas rather than the track itself, but they've put these Bernie messages on-track before.
AFAIK, the technology is the same or similar to other sports coverage, like the virtual first-down line on NFL broadcasts or virtual billboards in baseball, soccer, hockey, etc.
